We've recently added the custom outline feature, to which we provide an official sample in AmplifyShaderEditor > Examples > Official > CustomOutlineToon, that shows how to use the diffuse color as one of the sources for the outline.
Regarding outline alpha, while it's not currently supported, I'll register your feedback so that we can investigate what would be necessary to support it. Even though I can't provide any time estimates, we'll get back in touch as soon as we have a solution.
